No, it’s not a reference to a dog with both eyes in his head. It’s a phrase that refers to complete pigmentation appearing around both upper and lower eye rims of a dog. In some breeds, a break in that color is a fault. From the AKC Dalmatian standard: “Incomplete pigmentation of the eye rims is a major fault.”
